The internet is not a "lawless land"—this view has increasingly become the consensus of today. Through users' accounts and their verifications, regulatory measures once applied to the physical world are now being extended into cyberspace. The underlying logic is that the digital utopia cannot yet transcend the boundaries of national sovereignty. However, this understanding still merely treats the digital world as a lawless territory yet to be fully penetrated by power. In fact, technology is not only changing the means of governance but also the nature of the power that wields these means. It is creating new rules, institutions, and cultures to such an extent that it is difficult to determine whether it is the regulated or the creator.
